The Objective is to infiltrate their Nest. But for that to happen, Bobby needs to earn their trust. By becoming "one of them".
They need to be convinced enough to allow Bobby in.
This cannot be done immediately, it's too suspicious and sudden, time and commitment is needed to build trust.
It will take quite a while for them to negotiate, at least 2~3hrs, and enough time to be like them.
Bobby needs to go undercover, turning into "water" or "cloak" as he tries to dig more about what his enemies want:

Bobby's move worked and made a confusion by briefly not being an opposing force and agreeing with their behaviour. Being "one of them".
Blue is still an enemy, many hide behind a false positive image to flatter using honour in order to lower another's guard and continue their agenda.
