There are things worth mentioning about Red.

He was a dear friend, and earned his way to becoming an Officer. Although short-tempered, he had an overall cooperative personality.

Red always respected the ways of the Council and also followed Bobby's leadership. The same power was also mutual towards Red.

They would both move as one entity. Although political debates were sometimes rough, it was for the greater good of everyone.

All Officers were treated with equity. They have their right as long as it's within the Council's decision for a modest cause.

Bobby kept an eye on the situation or certain people but he doesn't go around stalking them...

He has better things to do and for his own health he draws his attention on improving the positives in his life or others.

But something else was happening simultaneously. Technology revealed corruption.

Red corrupted Blue by granting powers without permission, and even has access to the Council. Blue is a Regular Paragon.

In his first comment, has already cast votes and began to be familiar with the ways of the Council.

Bobby would disagree with this but what's the use, everyone would riot against him anyway and would appear as egotistical.

What's done is done and he must think faster, his vision was clouded and could hardly plan ahead while dealing with multiple problems.

Blue was in this weird position of being a member of the Council but without owning the title of Elite.

Many questions came to mind:

"Was this Red's plan and influenced Yellow or vice-versa?"

"Was Blue the one who is causing trouble while seeking power?"

"Was it just Yellow's attitude or was it a group?"

"Who else is involved, who is being anonymous?"

"Yellow was a funny, happy guy. Although he did some nasty actions, maybe there's a positive reason?"

"Red also had disputes with Yellow sometimes, so is there a personal conflict?"

"Who are playing sneaky mind-games?"

"Perhaps the problem is in the form of an influence rather than an actual person?"

The enemy or problem couldn't be pin-pointed. There were dozens of other suspects and they've been kicked/banned.

Although Red, Yellow and Blue have a similar desire for more power, with a hint of Fascism, maybe all this was misread and they just needed it to help deal with the problem while Bobby was too restrictive and has a very high standard or trust issues (with good reason).

Bobby felt something strange within Blue since he was in this awkward ranking position.

Why was Blue suddenly given those powers under the table without the Council knowing beforehand?

Blue's rise to power was unlike the others, and why did it have to happen when it's chaotic? It's an odd timing. 

This was just not the right moment to think about promoting somebody or even bringing more on board the Council to influence decisions.

With no disrespect, Bobby simply couldn't trust more than the ranks they had and it shouldn't be changed until the problem ends.

Ranks were not even needed to settle the issue. Only the proper mind. It's down to negotiation.

There must be a reason for Blue to be in this situation. Something was not right... But Bobby had to focus on other duties.
